Tuck, tugging? You mean it jerks when you step on the gas? Like the key is being turned off and on? Hard to let the clutch out and drive away?

Got a choke? Does it work? On start up does it have a fast idle?

Properly set up you should be able to get in start it click your seat belt and go. My '710 is an L18 automatic. Works perfectly.

When cold take air filter off and look at it. Should have the choke butterfly more or less open like this:

Pump the gass once and it should close like this:

When the choke is set properly it will run richer and also engage the fast idle cam for faster warm ups. Cold engines don't evaporate and mix fuel well with cold air so running rich will help. This is what the choke does.

If choke is sticking spray the linkages with carb cleaner or WD-40 and work back and forth to loosen. You may have to hold the throttle open slightly.

Hold the throttle partly open and see if it is free to move and not seized.

Now loosen the three screws on the choke heater and turn (twist) the black housing left to add choke (rich) and right to have less choke (lean)

Choke plate should close. Start, warm up, in about 5-8 minutes the choke will slowly open. If everything working. Check that there is 12 volts on the RED wire when running.... has to be running to check this. Without power the choke heater won't warm the choke coil an the choke will not come off fully.

AHHHH I see you have a 521, sorry, it may use a manual choke. There should be a knob on the dash that you pull out to set the choke on.
