Is it in the cover like the 10mm water pump bolts, or is it a 12mm through bolt into the block? Actually one of the 10mm pump bolts goes through into the front of the block too. Cover should come off to get at it.

Is it leaking oil or water yet? Can it be left?

Almost impossible to drill the broken bolt out of an aluminum casting, on or off the car. Replacing the timing cover is just as much work plus finding/buying one.

Nothing to loose here.... how about super cleaning both gasket surfaces and de-greasing with brake cleaner. Then a coat of Form-A-Gasket or Permatex gasket maker on both sides and let set. Add a new gasket and assemble. http://www.devcon.com/products/products.cfm?brandid=2&familyid=384 or maybe this one: http://www.devcon.com/products/products.cfm?brandid=2&familyid=386

I strongly do nor recommend the RTV silicon crap for a job like this. RTV is only good enough for chevy valve covers.
